the term comes from Nigerian novel like this:" police commissioner in Enugu giving gloating, preening interviews on television about the arrested dultists. The cult problem was serious. Big Men in Abuja were following events. Everybody wanted to appear to be doing something."

I wonder what the "Big Men in Abuja" mean?

The writer may be talking only about people who form part of the government (the men "in power"), or a larger group that includes politicians, government and military officials, etc.

A "bigwig" is a person of importance or influence. (to a group or organisation).
Abuja is the capital city of Nigeria

So this just refers to the guys in charge (of whatever organisation) in Abuja.
