Tricky, as a 'budget underage' is hardly negative!
An 'overage' might well be a 'dépassement', but it's hard to see what to call the opposite...

How about 'sous-utilisation'? That corresponds to 'underspend', which is really all this term means here.
An 'overage' might well be a 'dépassement', but it's hard to see what to call the opposite...

Je crois que c'est bien ce dont il s'agit. La diff. positive entre les sommes budgetés et les sommes dépensées.

: Well, yes, that's really what they're talking about; an 'underspend' in fact. But I guess 'surplus' sort of looks at it the other way round, if you see what I mean? "Too much budget" rather than "too little spend"

another way of looking at the same thing:
"excédents" as the bit that was "more than needed", that was surplus to requirement
