finding a "one-fit-all" translation for "mainland" is too much of a casse-tête.
This "mainland" could be just some biggish island (Iceland), or really a whole continent (Australia).
What's relevant here is that it's an authority above the one running the free-zone, so the "mainland" part could be by-passed/reformulated without significant loss of meaning.
