Odd use of the EN here! We normally talk about 'manually keyed' = 'typed in by hand', but the writer here seems to have got that a bit muddled up with 'key strokes' — most processes usually try to minimize the number of key strokes required to achieve a particular end.
A common word I encounter for 'data entry' (or rather, the verb 'to enter data') is 'saisir'.

Merci, Gilles ! That's exactly why I think this was written by a non-native; it's obvious that the 'keying' part HAS to be 'saisi', hence the 'enter' part = 'valider' / Pour moi, ce serait 'saisir', 'valider', 'envoyer' (etc.)

In fact, if you do a search on "manually key stroked" you’ll find about 3700 results, all related to various promotional competitions, where you can win an impressive variety of prizes.
Looks like the "manually key stroked" requirement is part of the standard Terms and Conditions of various promotional contests in North America.
Once again, it is always in Askers' best interests to give the fullest possible context from the outset, to avoid any possibility of confusion or ambiguity, and to avoid potential answerers wasting their time chasing wild geese.
But wasn't there already a clue, not so cryptic: "...by the individual entrant" ?
