'services' (NB here it must be kept in the plural) means the utilities feeding the equipment; obviously, exactly what these are will be entirely dependent on the actual equipment involved (which information we don't have) — but it will typically include such things as a water supply, drains, compressed air, gas, electricity, etc. etc.

As you already have 'electricity' explicitly stated in your list, we can only assume it refers to all the other services, and without knowing what these are, 'fluides' can be one possible blanket solution; it is of course in their nature that they need to be cut-off or isolated before any work is attempted.

In the specific context given here, it is made clear that these 'services' are the kind of thing that need to be isolated — presumably so as to be able to work safely on the equipment. The 'process' refers to whatever chemicals, gasses, etc. may be involved in the actual manufacturing process involved, while 'services' refers to all other ancillaries that are not directly 'ingredients' in the process; things like water, steam, hot water, electricity, compressed air, suction, other gas supplies, hydraulic power, etc. etc. All of these things are quite often lumped together in FR as 'fluides' (even though at first sight it may seem slightly odd to refer to electricity as a fluid!)
Naturally, in wider contexts, 'services' may include other utilities, such as telephone connections, sewerage, etc. — probably less likely in the context here, not least beacuse things like isolating telephone lines are relatively less crucial in a safety context; in any case, I don't think these things would necessarily be excluded by the term 'fluides'.
