Despite the agency procedures 'offiical' translation, I think Phil G's idea of involvement and Claudia's ref. to 'how they should engage with children or young people makes the scenario clearer.

As mentioned before, creeping linguistic interference means that there are certain British interpreters and translators, for instance in the UK, Mexico and Spain, who are using the term of modalities in their everyday 'English' speech ins the same way as an inhouse English Barrister in our Madrid law office kept wiriting about 'obtention' of planning permission.

For example, "Child protection policies and procedures in place that are appropriate for the context" or "The purpose of this policy and associated procedures is to provide clarity to ALL on how they should engage with children or young people". In the online reference that I provided, if you press ctrl+f and write "procedure", you can see how many times they talk about agency's procedure.
