по-моему, это ошибка
Исходя из контекста, мне кажется, что это ошибка. Может, вы делаете proof-reading, и это словосочетание первый переводчик перевел неправильно?
Кстати, такого словосочетания Гугл не дает вообще. Может имеется в виду "уменьшение воспаления", "лечения воспаления" или что-то подобное, т.к. modulate можно перевести как контролировать и понижать (но правда, частоту :-))
