As lipases catalyze the digestion of fats, it is said that they possess an lipolytic action. Thus decreasing of this action should be called 'hypolipolytic action'. But I cannot say it's a widely used term. I would rather say 'decreasing the level of lipolytic activity' or 'decreasing the level of lipase activity'.
