I'm proofreading the translation of a Tunisian marriage certificate, and stumbled across the following phrase:
وشهد على كل ذلك شاهدين من أهل الثقة: (بيانات الشاهدين) اشهادا تاما على ما ذكر وشهدنا عليهم بذلك حال الجواز والمعرفة بتاريخ ... الخ
There are lots of errors in the English translation in general, so I'm not sure about the translation of the second part of that phrase - from وشهدنا عليهم(though it may be right of course):
We testified for them that they were in perfect mental capacity.
Is that really what it means?

The way I see it
They testified that both groom and bride are free of impediments (and thus their marriage ia "ga'ez") and that they know them personally (Ma'refa).

The word 'جواز' is derived from the verb 'يجوز', then it means that the two witnesses testified that the two contracting parties are free of all legal or other impediments that preclude a marriage.
I would not relate it to thier mental condition only, I would conclude this translation after mentioning the fulfilled conditions of a correct and legal marriage.
