English term

an award that directly benefits

English to French Bus/Financial Finance (general) Humanitaire
This job aid lists categories of costs and helpful examples that are considered unallowable on Ipas’s restricted awards, as well as examples of exceptional circumstances under which these costs may indeed be allowable. In addition to the below table, all allowable costs on restricted awards must meet a reasonableness standard, as follows:
Reasonable Cost Test: A reasonable cost reflects actions that a reasonable person would have taken under the circumstances. A reasonable cost is one generally recognized as necessary for Ipas’s operation or the performance of the award, and is consistent with established Ipas and donor policies and practices.

Definitions:
Direct Costs: Expenses and time required to implement an award that directly benefits and can be reasonably charged to that specific award. Examples include program staff salaries, travel expenses, materials, and consultants required to meet the award’s deliverables.

Discussion

ph-b (X) May 27, 2018:
Je pense qu'il faut lire : Expenses and time /
required to implement an award /
that (= expenses and time, pris comme sujet unique du verbe benefit, d'où le v. au sing.) directly benefits (that specific award) /
and (that) can be reasonably charged to
that specific award.
ce qui rend les choses plus claires à mon avis. Sinon, les pros de la trad financière ne sont pas loin.

pour mettre en œuvre une subvention qui bénéficie directement

The text relates to IPAS (Institutional Prior Approval System or OPAS for Organizational Prior Approval System ) pre-approved costs. I did some reading and some text refer to:

neutral ph-b (X) : « Mettre en œuvre » une subvention, en français ? Plutôt : « utiliser » une subvention, càd (ici) les dépenses engagées/le temps passé à organiser/planifier l'utilisation de la subvention (si c'est le sens).

neutral Francois Boye : 'qui bénéficie directement': this is unclear in French!
