: こんにちは。全体の意味はYasutomoさんのおっしゃるとおりですが、ここのsecondは「秒」のことですから、同じこと（constantly in motion)を繰り返し表現を変えて言っているのでしょう。

こんにちは。コメントありがとうございます。私も最初秒数のことを思ったのですが、そうすると集合体と秒数の関係のつじつまが合わないような気がしたので、上記を提案しました。
