I wasn't sure if someone can "buy-in" a patent portfolio which is basically a list of patents and their performance.

この場合は、普通の「会社上層部の協力とか理解」を取り付ける意味でのbuy-inだと理解します。従って、会社の姿勢(will)としても、revenueが大切だと考えており、さらには上層部がそれに協力する体制がある、との意味だと思います。
