yes, it does mean 'face' here. The whole sentence would translate into SE as 'He stood there with a stupid look on his face' or something along the line. and in Japanese,「彼はバカみたいな顔してそこに突っ立ってた」

I would strongly suggest that you get yourself a dictionary of Scots (Scottish English). There must be a few good on-line dicos as well.
