If "IB" is a typo for "BI", then "business initiative" makes perfect sense

After reading the entire paragraph I'm inclined to agree with yuzouren. Not enough to add an "agree," because I'm still not sure, but it does look like it could be talking about a business and not the actual techniques involved.
