The word "citizen" in this context does NOT mean the 国籍 type of citizen (such as "citizen of Japan").
Also, it's important that the term be very politically correct, without derogatory connotations: it is for a brochure that people who have disabilities will read. I just want to make sure to get the most socially acceptable term, and not offend anyone.
