Establishment of a system to assess whether or not the river basin is being managed sustainably. This may include the introduction of a detailed, ongoing monitoring and auditing process to openly assess if the basin-wide institutional arrangements are achieving the goals and objectives set by governments; whether the principal officers charged with the work are indeed achieving what is intended; and that the health or condition of the river basin is being maintained at the agreed level, consistent with the level of development that is proposed and under implementation. A good monitoring and auditing program tends to create or reinforce accountability among the key organizations and their staff.
