The note from asker makes sense, removing the comma after "participating" and placing it after "by." That is the way I thought before reading his note.

... sin embargo, nada en este Convenio le impide presentar un cargo o queja ante cualquier agencia federal, estatal o local encargada de la procuración de justicia laboral o participar en una investigación o procedimiento realizado por la misma.

El enunciado es perfectamente comprensible. En todo caso, sobraría la coma después de “participating” y faltaría la coma después de “state”.

He revisado este párrafo y acomodé las comas según Jennifer pero me di cuenta que mejor queda así: provided, however, nothing in this Agreement prevents you from filing a charge or complaint with, or from participating in an investigation or proceeding conducted by, any federal, state or local agency charged with the enforcement of any employment laws. disagree Jennifer Levey : Your statement about the commas is incorrect and actually makes it more difficult to understand. The comma after 'participating' should be moved so it follows after 'in', and no comma is needed after 'state'.
