If this is indeed a document from the early 90's then my guess would be a typo for DM, unless the document happens to contain other figures in �.

The year of the actual appraisal isn't specified, but most of the renovations were done in the 21st Century, at the earliest maybe the late 90s, so I assume that the appraisal is also fairly recent. This place is in Brandenburg, near the Polish border, if that's any help. Maybe it is a missprint of the Euro sign.
