In this case "Entidad" refers to "Entidad federativa" wich in Mexico means each of the states of de Mexican Federation. See: https://www.significados.com/entidad-federativa/ or
I'll translate it als Staat van registratie or deelstaat van registratie.

Letterlijk vertaald zou ik kiezen voor "Registrerend orgaan" maar ik twijfel toch of "Entidad" hier refereert aan instelling of orgaan. Ik heb het in eerste instantie vertaald als staat daar onder Entidad de Registro de naam van een Mexicaanse staat is vermeld. Zie ook http://sil.gobernacion.gob.mx/Glosario/definicionpop.php?ID=...
