With regard to the establishment of the information technology to be used at Suvarnabhumi Airport via the AIMS (Airport Information Management System) project with the involvement of more than 45 IT systems, Mr. Sa-nguan Tricharoenwiwat, Managing Director of Samart Comtec Company Limited clearly stated that all gear toward the same goal, even though various IT systems are involved with all other systems at Suvarnabhumi Airport. This is “The Management Efficiency of Suvarnabhumi Airport” to ensure maximum benefit regarding the areas used, comfort received from all services including the available operation equipment aimed at making better profit for the airport.
In addition, the main operation system is divided into 3 areas:
1. AODB (Airport Operations Database) which is connected to all sub-systems in the airport known as the “Front Office”.
2. AMDB (Airport Management Database) or “Back Office” which includes accounting, administrative issues, personnel, procurement, etc.
3. Check in system or “Check in Cute”, an important part of the system. If this does not work well, long queues will be expected to be commonly seen. As a result, the system must be able to support servers from different airlines. When they need to use it, the username and password can just be promptly logged in.
Moreover, the LDCS system is also available serving as the Departure Control used to identify ‘who is who’ on each flight while PBRS will help confirm the inspection of passenger’s luggage; such as, the luggage will be unloaded if the passenger is not on board.
Flight Info Management System (FIMS) is a subsystem of the AODB and is responsible for managing round-trip information by linkage with an International Databases in other airports. These mentioned systems have the link to connect to all systems under Enterprise Application integrations (EIA).
Mr. Sa–nguan also confirmed his confidence on the system’s well-preparedness, as this is an operational system package being used in a number of leading airports; for example, the usage of AODB was adopted by Athens Airport to mainly serve the Olympics, and the system was able to be operated within 6 months after the airport’s official opening. Also, AMDB which is operated via SAP has been used in a number of airports.
Furthermore, the airport is equipped with a network system in order to link together all systems from those 40 buildings as well as make a connection to the passenger terminal before connecting all systems to the Data Center, a computer room used to control the Data Center and Network Management Center,
Similarly, the main system in the following 3 sectors is under our responsibility: (1) AOC (Airport Operation Center) or airport operation control center, which is responsible for 24-hour checking and controlling of equipment from all sections and systems. Mr. Chaowarat Chaochawanil
Real estate boom, needs support from a public utility
Regarding the long-term experience with the land bid and on behalf of the Deputy Managing Director of the Thai Asset Management Corporation (TAMC), Mr. Chaowarat Chaochawanil is quite well rounded on land issues both in Bangkok and other provinces. Areas around Suvarnabhumi Airport are one that he is familiar. However, the following vision will gear toward the creative proposed idea in order that Suvarnabhumi Airport can be developed as it should be.
“To promote Suvarnabhumi, it should not be focused only as a transport and logistics center. Rather, it could be developed into a Conference and Exhibition Center for the MICE industry. If good marketing has been done by the State Railway of Thailand, then a good return will be received. The State Railway of Thailand’s land around the Ratchada area interests many people. If this is managed properly using appropriate competitive strategies as well as adopting entire immovable property management, they could make a profit even though 3rd class seats are given for free. In addition, if a variety of good services is added, people would be willing to spend the money despite the service fare is increased.
As far as the shipment of cargo is concerned, and besides the adoption of a railway system to ensure a more worthy form of transport, a High Speed train can also be introduced. Regarding the land around Suvarnabhumi Airport, it is expected that after the official opening, several pieces of land will be opened for auction so as to use for capital assets. TAMC is also planning to bid on certain pieces of land.

ATC, the real “HI-TECH” at Suvarnabhumi Airport.
Referring to the project concerning the Aviation Control Tower, Mr. Preeti Hetrakul, General Manager of the Aeronautical Radio Company Limited mentioned that he has adopted the latest High Tech and effective air traffic control equipment to control and monitor all of the aircrafts and vehicles occupied on the runways, taxiways, and concourses as well as all aircrafts flying over and around Suvarnabhumi Airport.
“This system is designed with the combination of an integrated system attempting to make Suvarnabhumi Airport “an Intelligent Airport”. We brought into account the various strengths of the computer system used to communicate with pilots, monitor aircrafts, process aviation data, as well as build up functions to control and monitor aircrafts to establish a linked automatic operation. This system will ensure the effective, consistent, safe and fast aircraft control and monitor in order that maximum usage of the airport’s capacity can be made. Approximately 1393.69 million Baht was allocated for that mentioned project. The French company named “Talese” has been selected as the producer by the Aeronautical Radio Company Limited through the following numbers of air traffic control systems:
- Primary Surveillance Radar System and Secondary Surveillance Radar System which is used for targeted aircrafts monitoring at the radius between 80 and 250 nautical miles from the airport accordingly.
- Advance Surface Movement Radar System used to monitor all aircrafts and vehicles moving along the runways, taxiways, and concourses of the airport.
- Voice Communication Control System is used in radio communication control of traffic control officers and pilots.
- Radar Data Processing System is used for data processing on targeted aircrafts from various radar stations for the identification of that particular aircraft.
- Flight Data Processing System is used to collect and process information regarding aviation in order to analyze and make proper decisions on air traffic control. The system also includes an accident forecast system and a warnings in advance to air traffic control staff.
- Controller Working Position is used to display the aircrafts position and identification including aviation information processed from the aviation data processing system while connecting to other systems i.e. Airfield Lighting System, Airport Information Management System (AIMS) aimed to exchange information and develop the ability for automatic operation. The emergency reserved system is also installed at the Emergency Tower to avoid controlling and checking pauses while supporting aviation safety reasons.

“Downtown Complex – Duty-Free Suvarnabhumi”
Refered to his related duty-free complex project, Wichai Raksri-aksorn , Group Chairman and C.E.O. of the King Power Group of Companies said that after the external decoration is completed, King Power will be responsible for the interior decoration including over 100 shops’ administration aimed at building up a “unity zone”, as varieties of products need to be organized based on the type of shops and other reasons; for example, boutique brand name zone, Thai products zone, food and beverage zone, etc. Those shops are designed as a walk-through lay-out for thorough smooth shopping. However, zones must be related and themed i.e. a world well-known shop situated opposite to a traditional Thai massage salon might not be a good idea and the owners of those brand name products would not be happy.
Wichai also added that one must take serious action regarding zoning at Suvarnabhumi, as airport upgrading is also an issue. Over 100 million Baht of budget has been used on the areas usage designed by English, Australian and Thai designers, and 90 % of the entrepreneurs are from those who own shops at Don Muang Airport. However, there are those who have been disqualified due to their certified standard, but they will be asked to join in business operations with those well known brand name shops because this is a 5-star airport, and it might be a little difficult to welcome those 3-star ones.
We have invested more than 400 million Baht to establish the first King Power Training Institute situated at Bang Bo District nearby the airport. The reason is that salespersons as well as their relationship with customers are a very crucial issue. Now, we have more than 4,000 salespersons that must be able to speak more than one language while searching for an opportunity for some other language ability; such as, English, Chinese, Japanese, Korean and also sales techniques. Mr. Wichai targets that King Power’s staff must pose higher standards and will not be second to those in Singapore and Hong Kong.

The 9-storey office building, which is supposed to be related agencies offices, will start to officially operate on October 9, 2006, while the 21-storey building of the 4-star hotel with 400 rooms, a city combining with resort styled hotel, will be ready for service in May 2007, under the official name of “Novotel King Power Bangkok”.
King Power has planned a complete marketing strategy for the complex opening with a budget of 185 million Baht. This amount of money includes public relations, sales promotion through the media; such as, TV, radio, newspaper, magazine, Internet and billboard. The expected number of customers is estimated at around 295,000 with over 1,100 million Baht for targeted income during the first half year.

Thai Cargo heading to Suvarnabhumi
Charnchai Singtorote, Director of the Commercial Division, Thai Airways International Public Company Limited said that the cargo services at Suvarnabhumi Airport will be implemented under Thai Airways International’s budget of 3,800 million Baht mainly used for the construction of the cargo terminal and equipment. At the present time, the construction part and equipment installation is 100 % complete and is undergoing a testing period with customers and related agencies to ensure that cargo shipments in the Customs Free Zone runs smoothly during the official airport opening.
The Cargo Service areas at Suvarnabhumi Airport cover approximately 152,200 sq. meters which is considered about 50% larger than the existing one at Don Muang Airport. The areas include 90,000 sq. meters’ for the International Cargo Terminal, 10,500 sq. meters of the Domestic Cargo Terminal,1,600 sq. meters of the Mail Center, and 52,000 sq. meters of empty areas reserved for expansion in the future.
The Domestic and International Cargo Terminals are able to handle approximately 1 million tons of cargo per year, and 1.34 million tons is expected if the reserved areas for expansion are included.
The outstanding point of this International Cargo Terminal service is that it is a regional service provider in cargo shipment including warehouse management via the “Customs Free Zone that can provide cargo shipments within the free zone because a customs check- in is not required unless moving out of the free zone is made, especially for transit shipments. This practice will support the government’s policy as one that tries to promote Bangkok as a “Regional Cargo Hub”.
The working team is available to study and plan on the Customs Free Cargo Management and Administration Zone. An information and technology system has been developed to effectively support the number of activities under this related management and administration within the 90,000 sq. meters of the first phase’s cargo transport services, and the Passenger Terminal Building located in the Customs Free Zone. The administrative area is divided into 4 zones as follows: 1. Customers Airline Zone; 2. Thai Cargo and Alliance Zone; 3. Perishable Center, and lastly, the Express Cargo Zone. The 52,000 sq meters of reserved areas by the building next to the concourse will be made for Line-up under Roof Management to avoid certain damages due to heat and moisture. Those divided zones will help ensure quick service, especially the Perishable Center, an air-conditioned 9,000 sq.-meter center with temperature controlled containers (-20 – 20 C depending on the type of cargo/products) will be available to keep products fresh. In addition, those 4 divided zones will remain in the same connected compound to perfectly convenience and ensure maximum security for our operation.
At Suvarnabhumi Airport, facilities have been put in place to support the increased different services. These include a Barcode system for product identification, Elevated Transfer Vehicle (ETV) for effective cargo movement, storage as well as cargo preparation for export. All zones’ will be installed with a high efficiency x-ray machine with a capacity to x-ray the Unit Load Device (ULD), passenger/cargo and guarantee aircraft safety, and ensure fast inspection. Furthermore, the Automatic Storage and Retrieval System (AS/RS) help ensure a perfect and accurate installment of the inbound shipment.
Regarding logistics, Thai Airways plays a role as the only element in the logistics issues or customer’s demand chain. That means Thai Airways acts whole as a transport agency from airport to airport providing cargo management and storage services during the waiting time and at the destination when cargo is waiting to be received. Therefore, the relation between Thai Airways and the logistics issue at Suvarnabhumi Airport is about the working process, service control through standardized system for a smooth and consistent service starting from areas reservation, areas management, cargo weighting, tag/number/package inspection which is about accuracy checking, and to see if those packages are strong enough, and also to see if items comply with transport regulations.
After that, a barcode will be used to identify items, and then they will be orderly arranged and stored in a warehouse waiting for a cargo flight. During the process, a connection with Thai International Airway’s transport information control system, Free Zone Operator and Customs check through the Cargo Movement Control System and Customs EDI will be made to ensure the fast and convenient service of Thai Cargo. This service efficiency can be proven by the number of awards received. Examples include the following: Thai Cargo was, this year, awarded with the national outstanding award regarding safety, health and environmental awareness of the year 2006 from the Department of Labor Protection and Welfare, Ministry of Labor. Also, Thai Cargo was awarded as one of the excellent airlines regarding cargo shipment services of the year 2006, voted by a number of global entrepreneurs regarding air cargo shipment, surveyed by Air Cargo World. In addition, Thai Cargo has been selected by the Federation of Asia-Pacific Air Cargo Association (FAPAA) to be one out of the 3 best airlines of the year 2006 regarding cargo shipment services.
Due to the fact that Suvarnabhumi Airport’s location can be easily linked to other modes of transport, a variety of transport has, therefore, being developed. The Multi-modal is to support the overall transport. The Customs Free Zone is to provide convenience in the transfer of cargo in the Free Zone without any Customs issues unless it is external to the Free Zone which, as already mentioned, helps a lot in transit shipments. Also, the government has proposed an “Aviation Free” policy. This attempt will bring in more airlines to use Suvarnabhumi Airport as a transit base. Therefore, it is predicted that Suvarnabhumi Airport will eventually become a “Passenger Transit Center” as well as “Air Transportation Hub” of the region.
If things happen as predicted, Thai air cargo transport entrepreneurship must be adjusted and try to develop a higher capacity to compete with the increased number of in-coming airlines. At the same time, certain airlines must improve the quality of their services to respond to the customer’s needs.
And the Custom Free Zone will help the entrepreneur increase certain types of services. Supphachai Kaewsiri is confident that CFZ at Suvarnabhumi Airport will grow to 6 million tons within next 5 years.
Mr. Supphachai Kaewsiri, Director, Information and Technology Division, Thai Airport Ground Services Company Limited (TAGS) mentioned about the CFZ Project in which the CFZ at Suvarnabhumi Airport should be able to support at least 1.5 million tons of cargo, with the lowest capacity at 3 million tons and the highest capacity at 6 million tons in the year 2010. At present, the expansion rate of regular air cargo is at 5 % per year while expansion to over 10 % per year of express ones has been reported. It may go up to 20% for some international express service providers this year.
It is to mark that Suvarnabhumi is the first airport that adopts a radio wave system for items inspection or RFID (Radio Frequency Identification). This system will help ensure faster services than that done by a barcode system. Despite the higher budget used for the purchased system as well as tags, we are ready to bring them into the system in order to build up the capacity on the CFZ operation.
Due to the Asia-Pacific’s air cargo transport’s growth rate, TAGS is confident that Thailand is still equipped with a great strategy and still remains number one in Asia. Even though the current situation may cause some unsure confidence, Thailand, as a strategic country of Asia, is still a “selling point” regarding world air cargo transport and will still be in the future. The statistics report shows that, despite the fluctuation of the Chinese currency, last year’s transport from Asia to North America went up to 17.4 % compared with a growth rate of 5.6 % in 2004. On the other hand, cargo transport from North America to this region was affected by the dropping value of the US dollar. However the growth rate, due to the high demand from the Japanese on frozen products, was at 27.3% in 2004.
Transport from the Asia-Pacific to Europe is not at a high competition. Therefore, this type of business can make a great profit, 5.9 % of the growth rate, from 1999-2004. The growth rate (Asia to Europe) is 4.6% while Europe to Asia’s growth rate is 7 % .
Mr. Supphachai also mentioned on his ITF-FZ project that, after being assigned to take care of the project under the budget of 700 million Baht in 2005, TAGS had done its best according to the plan, and the project was already submitted on March 18, 2006. This project shows the great success of TAGS on behalf of the responsible party. Considering the national project with involvement of various sections, TAGS’ already did its best despite some slight obstacles.
Under the contract, TAGS will provide 2 years of continued support to ensure the best service after the opening. ITX-FZ will benefit the Thai people in various ways: 1. to promote Thailand to be Southeast Asia’s air transport hub; 2. to build up the capacity to provide a one- stop service; 3. to promote value-added activities within the cargo warehouse in order to support the expansion of the FTA; 4. to increase business opportunities for stakeholders; 5. to improve cost savings and skills as well as standards. Those mentioned areas will directly benefit Thailand’s economic expansion which is expected that Suvarnabhumi can support cargo transport services of up to 3 million tons/year in 2010 (regarding the capacity of ITX-FZ, Suvarnabhumi can support up to 6 million tons of cargo shipment).
The IT System and X-ray System for the Cargo Free Zone or ITX-FZ is the management of the Information and Technology System used for Suvarnabhumi’s Customs Free Zone management. This is one of the major government policies aimed at economic strengthening by developing Thailand as the Asian Logistics Hub. Submitting a master plan on information and technology management as well as major planning regarding Hardware and Software, TAGS was later approved to implement the project. TAGS has developed ACCS (Airport Cargo Community System) Systems to be used as a connection center concerning the operation both inside and outside the Customs Free Zone warehouse aimed at promoting faster services while serving as a transit area for cargo transport to a third country without the need of external cargo storage which normally causes a delay of service. To ensure the effective operation, TAGS’ contract will be 2 years prolonged for continued support after the completion of the system’s establishment.

DHL is ready.
Regarding the readiness of the air express transport business, DHL is one of them. Mr. Herbert Phoosanachai, Managing Director, DHL International (Thailand) Limited (DHL) assured that, using the rented areas in BFS’ cargo warehouse (a Bangkok Airway’s co-investing company), DHL had completed the construction of DHL’s cargo warehouse which is now ready to open. DHL will occupy approximately 5,000 sq. meters out of the whole area. According to this expansion, personnel must be increased and several structures will be adjusted to ensure cargo business expansion in the next 4-5 years.
Furthermore, DHL has introduced the “DHL Bangkok Hub”, one out of 6 strategies in the Asia-Pacific. At the present time, the DHL Transport Center has been developed throughout this region, with a total budget of 1.6 billion US dollars or approximately 6.4 ………..Baht. This not only includes the construction of a cargo warehouse for the improvement of the operation system of DHL within that free zone management, but also the new airport’s business operation system called “Single Window” which is a “Paperless” and finally “Paper Free” system. The system will be running through a computer system already connected with that of the Department of Customs.
Due to the establishment of Suvarnabhumi Airport, the entrepreneurs of Express Courier stated clearly that a fast and reliable supply chain must be developed. A door-to-door service must be introduced using up-to-date technology aimed at increasing the cargo and service’s value-addedness. Updated and on time delivered information must be ready for the customers. Also, E-commerce, a service provided with world linked business information to help in the consistent expansion of the business, will be available. Importantly, it must be a 24-48 hour service.
In addition, the entrepreneurs must speed up a new cargo transport service on “size and weight does not matter”. This could be another “selling point” that should be seriously promoted in the future. Combined with Suvarnabhumi’s operation capacity through the adoption of an excellent information and technology system, entrepreneur services concerning this issue could be more effective. Infrastructure and facilities regarding the Express Service Center as well as related equipment to be available throughout 24 hours are all in place and well-prepared to welcome the opening of Suvarnabhumi.
Another important part is that each entrepreneur of the express air transport service should put a focus on the development of the service center at Suvarnabhumi Airport. This is because China’s status has been upgraded as Asia’s significant service center. As a result, a number of express air service entrepreneurs have established a logistics hub to support the increasing demand of service in China. An important note is that China’s economic growth has been consistently developing, up to 8-10 % during the past 4-5 years. Today, China’s increasing role in express air transport seems to be more obvious.
Therefore, Thailand, Southeast Asia’s important strategic area for a Logistics Hub, should be able to effectively support and promote China as the Asian and Global Center. In addition, China should be able to involve more in this business development.
