Me parece que un "si de lo contrario" no encaja en el contexto.

but the sentence doesn't work as a concept, how come no one has seen this?

"professionally translated if otherwise originally produced in [Language]. " ??? Why the qualifier??? All translations should be completed properly, regardless of the language pairings or language background, surely? This seems to be implying that the job in question is already a translation from a third language, which may not be that reliable.
Hence I arrive at the conclusion that " if otherwise" here means ' even though'.

: The translation would be needed only when the deliverable is produced in a different language. "Aún cuando" implies that all deliverables must be translated, which is not the case here.
