Me parece que un "si de lo contrario" no encaja en el contexto.

All translations should be completed properly, regardless of the language pairings or language background, surely? This seems to be implying that the job in question is already a translation from a third language, which may not be that reliable.
Hence I arrive at the conclusion that " if otherwise" here means ' even though'.

: The translation would be needed only when the deliverable is produced in a different language. "Aún cuando" implies that all deliverables must be translated, which is not the case here.
